Hazem Moakkit is a senior satellite and spectrum strategy executive with 25+ years of global leadership experience driving spectrum monetization, regulatory policy, and space industry innovation.

As VP of Spectrum Strategy at Intelsat, he led the landmark C-band repurposing initiative that generated USD 4.9 billion and supported the company’s restructuring while overseeing GEO and NGSO spectrum strategy across global markets.

Previously, Hazem had led spectrum and regulatory strategy for the world’s first commercially viable NGSO broadband constellation, shaping licensing, frequency coordination, and regulatory engagement worldwide.

At ReshapeRisks, Hazem provides a crucial perspective on radio spectrum issues operators face when entering the MENA region, driving from his experience at Yahsat as a director of regulatory and spectrum affairs. 

Hazem holds an MBA from Georgetown University and a B.S. in Electrical Engineering from Arizona State University.
